Constitution Center Redevelopment Groundbreaking
July 18, 2007


Kramer Consulting, on behalf of David Nassif Associates, is pleased to announce the ground-breaking of Constitution Center, formerly the US Department of Transportation Headquarters. The ground-breaking ceremony was held on July 18, 2007, with remarks from Washington D.C.’s Mayor Adrian Fenty and Deputy Mayor for Planning and Economic Development, Neil Albert.

Kramer Consulting has provided program management services to the owner since project inception in 2003. The firm was instrumental in developing and administering the design competition which culminated in the selection of SmithGroup and will continue throughout the project with an on site team during the construction of Constitution Center.

The Nassif Building is an existing ten-story structure with four substantially identical quadrants surrounding a large courtyard which in total occupies an entire city block at 7th and D Streets with approximately 1.4 million square feet of office space, along with three levels of underground parking (over 15 acres) providing parking for approximately 1500 cars.

The site also has a Metro Station (L’Enfant Plaza) directly
accessible via an escalator that connects with the plaza of the Nassif Building. The complex was under lease to the US General Services Administration for use as the headquarters of the DOT. This project will be completely redeveloped as a Class A office space. This new design calls for elements that meet LEED Silver certification standards and exceeds ISC Level IV security standards.

The renovation is estimated to be a 31 month project. It will include a tear down to the concrete structure, new exterior skin, the addition of space (primarily on the Plaza Level), a new HVAC system (including a state of the art Chilled Beam system), a new mechanical penthouse, extensive security upgrades to the site and building, loading dock expansion and improvements, new and refurbished elevators, new tenant lobbies and cores, a complete redesign of the courtyard, and the creation
of new main entrance (visitors and employees) lobbies.
